Mexico's Lower House Approves Labor Reform for App Workers, Impacting DiDi Operations

Mexico's lower house unanimously approved a reform on December 10, 2024, aimed at regulating labor conditions for app-based workers, including drivers for platforms like DiDi. The legislation seeks to ensure access to social security, a Christmas bonus, and a minimum wage for these workers.

Starting in 2025, workers earning at least the minimum wage, approximately $414 per month, will be entitled to benefits such as social security, accident insurance, pensions, and maternity leave. Workers earning below the minimum wage will still receive protection for work-related accidents.

This reform adds Mexico to a growing list of countries, including Chile and Spain, that are regulating work through digital platforms. The new guidelines are expected to provide certainty for the business model of delivery apps but could also lead to increased operational costs for companies like DiDi in the Mexican market.
