Dow and X-energy Submit Construction Permit for Advanced Nuclear Project in Texas

Dow Inc. and X-Energy Reactor Company, LLC announced on April 23, 2025, the submission of a construction permit application to the U.S. Nuclear Regulatory Commission (NRC). This application is for a proposed advanced nuclear project located in Seadrift, Texas. The project is being developed by Dow's wholly-owned subsidiary, Long Mott Energy LLC.

The primary objective of this project is to provide Dow's UCC1 Seadrift Operations manufacturing site with safe, reliable, and clean power and industrial steam. This advanced nuclear facility is intended to replace existing energy and steam assets that are nearing the end of their operational life. The initiative is supported by the U.S. Department of Energy's (DOE) Advanced Reactor Demonstration Program.

Approval of the construction permit is a critical step that could take up to 30 months. Once approved, and upon Dow confirming the project's financial return targets, construction could commence later this decade, with startup anticipated early next decade. The nuclear power and steam assets are expected to eliminate most Scope 1 and 2 emissions at the Seadrift site, ensuring its competitive advantage for the facility's lifespan.
