ECHA Reports Hazardous Substances Found in Cosmetic Products

The European Chemicals Agency (ECHA) conducted a pilot project between November 2023 and April 2024, inspecting 4,478 cosmetic products for perfluoroalkyl carboxylic acids (PFCAs) and related hazardous substances. The report found that approximately 6% of the inspected products contained substances classified as hazardous, non-compliant with Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) and Persistent Organic Pollutants (POPs) regulations. The most frequently identified restricted substances in non-compliant cosmetic products were perfluorononyl dimethicone, a per- and polyfluoroalkyl substance (PFAS), and cyclopentasiloxane (D5). Other banned or restricted chemicals found included perfluorooctylethyl triethoxysilane and cyclotetrasiloxane (D4). ECHA's findings highlight the importance for industry stakeholders to implement robust chemical management strategies, including chemical characterization and supply chain management of cosmetic ingredients.
