Globalstar Completes Over Half of $2B ITU Connectivity Pledge, Investing $1B in C‑3 Network Expansion

Globalstar announced that it has now completed more than 50 % of its $2 billion commitment to the International Telecommunication Union’s Partner2Connect initiative, having invested over $1 billion in satellite and ground infrastructure to accelerate the rollout of its next‑generation C‑3 constellation.

The company has commissioned replacement satellites to replenish its existing fleet and is building 14 new ground stations across eight countries on four continents. Ground‑station projects include eight new antennas at four sites in Brazil, three additional antennas at each of two stations in Canada, two new antennas in Singapore, and expansions in Spain, Japan and the United States (Clifton, Texas). Globalstar plans to deploy more than 90 new tracking antennas across roughly 35 ground stations in 25 countries as part of the C‑3 buildout.

The investment is driven by a surge in demand for reliable satellite connectivity, especially for data‑driven applications in enterprise, government and consumer markets. A key catalyst is the company’s partnership with Apple, which invested up to $1.5 billion in 2024 and will use 85 % of Globalstar’s network capacity for its Emergency SOS feature. The ITU initiative also provides a framework for mobilizing $100 billion in public and private commitments to expand connectivity in underserved regions, aligning with Globalstar’s strategic focus on global coverage.

Financially, Globalstar has been investing heavily in network infrastructure, spending $485.9 million in capital during Q3 2025 and $190.6 million in Q1 2025. The company reiterated its 2025 revenue target of $260 million to $285 million while accelerating growth in its IoT and XCOM RAN segments. The $1 billion investment represents a significant portion of the company’s capital allocation and signals confidence in the long‑term viability of the C‑3 system.

CEO Dr. Paul E. Jacobs said the milestone “highlights our execution discipline and long‑term vision to build on our legacy of reliability and innovation to meet the world’s growing demand for secure satellite connectivity.” He added that the company’s focus on strategic partnerships and network expansion positions it to capture new opportunities in the rapidly evolving satellite communications market.

The completion of this milestone positions Globalstar to deliver higher capacity, greater resilience and enhanced support for data‑driven services. With the C‑3 constellation and expanded ground network, the company is poised to expand its IoT portfolio, support direct‑to‑device solutions, and deepen its partnership with Apple and other enterprise customers, reinforcing its competitive edge against emerging satellite players.
