Stantec Awarded US$274.7 Million Contract for New Commercial Port of Entry in Arizona

Stantec, in partnership with Hensel Phelps and Jones Studio, secured a US$274.7 million contract from the U.S. General Services Administration. This contract is for the design and engineering of a new commercial inspection port along the Mexico border in Douglas, Arizona. The project aims to increase capacity and facilitate lawful trade and travel between the US and Mexico.

Stantec's responsibilities include providing transportation infrastructure, site/civil engineering, utilities engineering, surveying, architecture, and sustainability consulting services. The project is supported by $180.3 million in Infrastructure Investment and Jobs Act (IIJA) funding and $92.2 million from the Inflation Reduction Act (IRA). Construction is slated to begin in fall 2025 and conclude by fall 2028.

The new Douglas Commercial Land Port of Entry will expand truck-inspection capacity from one usable lane to four new lanes and truck-inspection docks from 12 to 36. This development will allow the existing Raul Hector Castro (RHC) Land Port of Entry to be dedicated solely to noncommercial traffic. The port will also be designed to meet federal net-zero emissions targets by 2045, incorporating solar panels, water-saving fixtures, and low-embodied carbon materials.
