Turkcell and Google Cloud announced a strategic partnership that will create a new Google Cloud region in Turkey, backed by a $1 billion multi‑year investment from Turkcell. The deal positions Turkcell as a key digital‑infrastructure provider in the region and gives Turkish enterprises low‑latency access to Google’s advanced cloud, AI, and cybersecurity services.

The partnership will double Turkcell’s data‑center capacity by 2032 and is expected to increase the company’s data‑center and cloud revenues sixfold in dollar terms. In the third quarter of 2025, Turkcell’s Data‑Center and Cloud segment generated $30 million in revenue, a 51% year‑over‑year increase, while the company’s total revenue for the trailing twelve months was $4.45 billion. The new region is slated to become operational between 2028 and 2029, providing a domestic, sovereign data‑storage solution that aligns with Turkey’s data‑protection regulations.

CEO Ali Taha Koç said the partnership marks “a new chapter in Türkiye’s digital future,” emphasizing that “Türkiye’s data will remain in Türkiye.” He added that the collaboration will enable customers to access Google Cloud’s cutting‑edge AI and analytics tools instantly, supporting the company’s goal of becoming a regional hub for digital innovation. Google Cloud CEO Thomas Kurian highlighted that the region will bring the same advanced capabilities available in other markets, including high‑performance storage, cybersecurity, and AI‑driven data‑processing tools, and that the partnership reflects a long‑term commitment to modernizing Turkish IT systems.

The move addresses a growing demand for cloud services in Turkey, where IDC projects the public cloud market to grow from $1.7 billion in 2024 to $4.2 billion by 2029—a 20% CAGR. By establishing a hyperscale data center, Turkcell can capture a larger share of this expanding market while differentiating itself from competitors such as Turk Telekom, Equinix, and Vodafone. The partnership also strengthens data sovereignty, a critical factor given Turkey’s Personal Data Protection Law (KVKK) and the country’s push for digital self‑reliance.

Turkcell’s investment signals confidence in the long‑term growth of cloud services in Turkey. The company’s plan to double capacity and increase cloud revenues sixfold reflects a strategic shift from traditional connectivity to high‑margin digital services. The partnership also positions Turkcell to leverage Google’s AI expertise, potentially unlocking new revenue streams and enhancing competitive advantage in a market where data‑centric services are becoming essential for enterprises.

The announcement underscores Turkey’s broader national strategy to become a regional technology hub. By aligning with Google Cloud’s global expansion, Turkcell is poised to accelerate digital transformation for Turkish businesses, support local innovation ecosystems, and contribute to the country’s economic diversification goals.
